The paani of paani-puri is healthy - not fattening - as long as it is made in hieginic conditions.
The puri of paani-puri, on the other hand, is deep-fried, and so is
definitely not healthy; and I assume it is made out of white flour,
which is also not that healthy. So the puri would not fit the definition
of being healthy.
Of course, though, like all fried food, it is tasty as hell!
