well like lali, even i wanted to confirm this was okay -

i started a fic based on Sidney Sheldons 'Rage of the angel's. I hope its okay, since im not using anything from the book except for the idea.

It is perfectly okay to be inspired from a novel. Just make sure you include a disclaimer in the first post. Thanks for making sure!

I wanted to ask that if someone reads a scene from a novel, can they use it in their FF by putting it entirely in their own words?

Does that count as plagiarism too?

^ No, it does not. Just state at the beginning or end of the chapter that THAT specific scene was inspired from the novel.

What If Your story has a main plot like a book or something? does that count as palagarism?

If it's in your own words and you give credit as to where you got the idea from, it is not plagiarism. Simple as that.
