It is really difficult to tell if a guy actually likes you or if he's doing it for the fun of the game.
Well what i've noticed from personal experience is that if a guy flirts and is really good at flirting then it means they usually have some experience so basically they have some history with other girls. These kinda guys are usually just trying their luck and eventually get lucky with someone. You'll notice they tend to talk to a lot of other girls too and are over-friendly with other girls as well.
When you get to know the guy better, you can tell if he's making an attempt to flirt with you and get something going between the two of you or if he's a natural flirt. So I guess the answer to your question would be experience. One day you'll be able to tell simply because you know them and what they're like and what exactly they're after when they flirt with you. ;)
