Gujarat's actual debt has mounted from Rs. 45,301 crore in 2001-02 when Modi took over to Rs.1,38,978 crore on December30, 2012, andthe debt ofRs 185310 crore on Gujarat as per RBI in 2013-14.The debt wouldmount to Rs. 2,07,695 crore by 2015-16,as per the state government's budget estimates. 34. Gujarat is behind 19 states on women's health indicators. The state tops in malnutrition deaths. Forty out ofevery 100 people are below poverty line. Expenditure on health in the state has reduced from 4.25% to only 0.77%.
35. The post ofdeputy speaker in Gujarat Assembly has been lying vacant for a decade despite the fact that it is mandatory as per article 178 ofIndian Constitution. On an average, the state Assembly runs for 30 32 days a year. No Lokayukta has been appointed since last 10 years.
36. So far, Gujarat has organized 3,716 employment festival. 37. The NSSO data shows that in Gujarat, growth in employment has dropped to almost zero in the past 12 years. A recent CAG review on accounts ofthe states is an eye-opener whenit comes to Gujarat, the latter's high claims notwithstanding.
