Absolutely with you on this. 
Once a member is banned, he/she should be banned forever. Banning the IP is necessary.

Mods need to do something. This is getting to much. SH made personal attacks at members, he harassed them, and now he's sending pms.

Banning his current IP is simple but as it was mentioned if the person gets a new phone or even turns his modem for 24 hours he can easily get a new IP. The mods then have no way of finding out if this was the person. Everyone just needs to be careful that's your best option for now.

Mods should definitely take strict action against such fools...
People feel scared for their security in such an environment

Forwarding the issue to admin . And this issue has been dealt with by the Global Moderators and  Bollywood section DT. And all the moderators have username written in purple. (This is the colour).Before PMing make sure you are not PMing a member who belong to ladder group with username  'moderator'.And instead of replying in such threads and aggravating the situation ,you can report the issue or directly  PM  the DT of the section /GMs .
