Use this website; http://www.banner.fotor.com

Its free and you can use this website to put cool filters: http://www.fotor.com/features/photo-effects.html

The above can be used for simple siggies, and is not complicated. But u can download a free software like gimp or paint shop pro, if u want the more options, but it is much more complicated

In addition to the above yip can visit avatar and signature section there are lots of tutorials there
